This is how Meat was sold in post-WWII America. Milk? Eggs? Bread? Phooey. If you wanted to build the kind of "trained, firm" boy body that could hoe all god damn day, you ate cow and pig and SPAM. I imagine the conversation surrounding the art direction for the second ad went something like this..

"Gee, Bob, something is just...off. I don't feel creepy enough when I look at this ad. Make him look a little more like he's 12. Yes, that goes great with the copy about meat, firm muscles and hoes. Thanks, I feel a great deal more like my pedophile self now."
